NBC Ch-4 NYC, "...The City reported an increase of nearly 1,000 more deaths as a result of COVID-19 Tuesday into Wednesday. The state listed its death toll as 20,597 late Wednesday, a jump of 952 since the day before and an increase more than four times higher than what Gov. Andrew Cuomo reported in the afternoon. 

If New York City's 5,359 probable fatalities were to be included into the state's total, it would be just under 26,000. It was not immediately clear why the numbers were so dramatically higher."
It may be that some cases attributed to other causes, but in which COVID was a factor are now counted. These were not before.

People who stayed home now showing up infected.
The new patients who continue to show up in emergency rooms are mostly elderly people who are retired who don’t take the subway, who don’t work in hospitals or otherwise expose themselves to the virus in an obvious way.

The past three days have seen new hospital admissions in the range of 600 to 700 people a day, well below the peak of about 3,200 but still far too many.
Cuomo said: “They’re not working, they’re not traveling, they’re predominantly downstate, predominantly minority, predominantly older, predominantly retired or nonessential employees yet are infected.”
