A “FB” friend on their page asked his readers: “…If you had a family member or friend who has a wedding ceremony 'without' a marriage certificate, would you consider them to be husband & wife? Or do you think it has to be made legal for you to see them as a married couple? Me, personally, I would consider them married in the eyes of God.“
To which I replied:
There likely are no gawds in the pre-information age religious sense. That there are things, and lot's of 'em we’ll never grasp is another matter. Unfortunately there are man made religions, and civil bureaucracies. Both of these, and their mobs would likely interfere.
In any case regards some vast all knowing presence that would be concerned about our local legal traditions. I wouldn't worry. They didn't mind Khan's Golden Hoard the Romans European colonialists Nazis, and Stalinist going to work.
I hear them Aztecs were a jolly handful in their time as well.
That combined lot murdered a few billions if added together. Them heavenly hosts didn't seem too upset about it. Which is why I get the feeling they ain't there.
Mind you there may be something going on.

To the point.
What folks do when they falls in love is their business. Well okay somewhat the business of those that care about them. Institutions don't or shouldn't have a say. As you or I’d have no authority over what random people are having for dinner. That or if they'll admit they wore platform shoes or granny dresses in the 70's. Bottom-line. Religions governments, and your social circles only have the authority we give them.
